A court of the Southern District of Texas granted an insurer's motion to transfer venue under a commercial property policy's forum selection clause, holding that the forum selection clause's choice-of-law provision is separate from the question of venue and that although certain public interest factors weigh in favor of denying the transfer, on balance the clause is enforceable and any choice-of-law issue would need to be addressed by the venue to which the case is transferred.
